Welcome to the temporary site of the Utanian Electoral Commission.
The Utanian Electoral Commission is tasked with the job of running Utania's federal,
Presidential and State elections, as addition to independently determining the boundaries of
electorates. For this, the federal government funds the UEC with a permanent staff of 84, and
an estimated temporary staff of over 40,000 people who will staff the polling booths during
the three days of elections, and then to count the votes.
Please find below the finalised electoral map, showing the fourty-one Utanian
electorates, in which there is between 500,000 and 1,500,000 citizens living, and between two
and five MP's will represent it.

The system of voting for an MP is called "Multiple-Member Cut-off Proportional" (MMCP),
and requires a good deal of explanation, but is considered the fairest compromise between the
straight-forward first-past-the-post (FPP) and straight proportional voting. In each
electorate there is a semi-proportional system of MP-determination, in which the lowest
common denominator is calculated as a percentage of total votes, then each party then receives
an MP for each time the lowest common denominator is found to fit inside the percentage vote
gained by that party, rounding up.
For example, if in the seat of Vela Luka, three parties, A, B and C get 45%, 22% and
10% respectively. So, is Party C the lowest common denominator? No, since party A has four
times the vote of C, C will not win a seat in this electorate (as it would require four seats
for A, two for B before C would get it's first). Therefore, party B's vote, 22% is the lowest
common denominator.
Because 45% = 22% + 22% + 1%, this means Party A gets three MP's and Party B gets
one. This is considered acceptable because the other alternative is that Party B gets two
seats and Party A gets two seats, despite the fact that Party A has over twice the vote of
Party B. Even moreso when considering giving the fourth seat to Party C which is less than a
quarter the size of party A.
